Max Ross,Editor-in-Chief

Max Ross is a third-year law student and the Editor-In-Chief of the National Security Law Journal.


Sarah Racataian,Executive Editor

Sarah Racataian is the Executive Editor for 2017-2018. She is a third year full-time law student pursuing a concentration in Homeland and National Security Law and International Business Law. Sarah graduated from the University of California Los Angeles (UCLA) with a B.A. in Political Science and a minor in Central Eastern European Studies. Sarah is particularly interested in International Trade Law, Eastern European relations, Cyber Security, and is fluent in Romanian.


Jeremy Glenn, Managing Editor

Jeremy Glenn is in his fourth year pursuing his JD at Antonin Scalia Law School, where he serves as the Managing Editor of the National Security Law Journal. Jeremy is currently a Law Clerk in the Pathways Program for the Federal Deposit Insurance Corporation, Litigation Support Group. Previously, Jeremy served as a law clerk for the DoD Inspector General’s Office of General Counsel, judicial extern for the Honorable Michael J. Lindner, Fairfax County General District Court, and student advisor for GMU’s Mason Veterans and Servicemembers Legal Clinic (MVETS). After transferring from Pepperdine School of Law where he completed his 1L year, Jeremy worked for an estate planning firm in Reston, Virginia. Prior to his legal education, Jeremy served four years in the United States Marine Corps in South Carolina, performing as a saxophonist in the Marine Band. He has a B.A. in Public Policy from William Jessup University (CA),and an M.A. in Government from Regent University (Virginia Beach).


Laura Rosenberger, Articles Selection & Senior Articles Editor

Laura Rosenberger is a third-year law student and the Articles Selection & Senior Articles Editor of the National Security Law Journal.


Sarah Silveira, Senior Notes Editor

Sarah Silveira is a fourth year evening student who works full-time as a Statistician for Immigration and Customs Enforcement (ICE). Originally from South Jersey, Sarah has a Bachelors of Science in Mathematics Education from Elizabethtown College and a Masters of Science in Applied Statistics from Villanova University. Previously, Sarah was a Statistician for the Federal Aviation Administration in NJ but moved to the DC area for a position with the Drug Enforcement Administration in 2013, before transferring to ICE in 2014. Growing up in a law enforcement family, Sarah has always had a strong interest in law enforcement and national security.


Xue Franco, Senior Research Editor

Xue Franco is a fourth year evening student who split her time growing up between Alexandria, Virginia and Bogota, Colombia. She graduated from the College of William and Mary. She has interned for the Department of Justice at the American Embassy in Bogota as well as the Department of Justice here in Washington D.C. In addition to being the National Security Law Journal’s Senior Research Editor, she is also a paralegal at a law firm in Alexandria, Virginia.


Chelsea Smith, Articles Editor

Chelsea Smith is a fourth year evening law student pursuing a concentration in National Security Law and Policy. Chelsea was the Editor-in-Chief of the National Security Law Journal in 2016-2017 and currently supports NSLJ as an Articles Editor. She is also a Student-Advisor for the Mason Veterans and Servicemembers Legal Clinic. Chelsea has over 13 years of federal experience and serves as the Senior Advisor in the Office of the Chief Human Capital Officer at the U.S. Department of Energy.


Caitlin McHale, Notes Editor

Caitlin McHale is a fourth year evening student and current Notes Editor of the National Security Law Journal. She graduated magna cum laude from Virginia Tech as a Commonwealth Scholar with a B.A. in English. Caitlin works full time for a large food manufacturing company. Previously she worked for the Department of Defense, the House of Representatives, and the Senate. Caitlin has a particular interest in administrative law and government contracting, and is pursuing concentrations in Regulatory Law and National Security Law.


Richard Sterns, Research Editor

Richard Sterns is a fourth year evening student and current Research Editor of the National Security Law Journal. Richard was the Managing Editor of the National Security Law Journal in 2016-2017. Richard graduated from Westminster College (MO) B.A. in History and Political Science, magna cum laude. Richard previously worked at a boutique law firm focused on affordable housing development transactions. Richard was a summer associate at a large general practice firm where he focused on real estate, consumer finance, and public finance. Richard is currently a legal intern at a software company and the Maritime Administration at the Department of Transportation. He is broadly interested in financial services regulation, privacy and data security, government contracts, and infrastructure development. He published a comment on small vessel security in Volume 5 Issue 1 of the National Security Law Journal.


Caitlyn Lightner, Symposium Editor

Caitlyn Lightner is a third-year law student and the Symposium Editor of the National Security Law Journal.


Johnny Wang, Online Developments Editor

Yucheng “Johnny” Wang is a third year law student and the Online Developments Editor of the National Security Law Journal. He graduated from the Pennsylvania State University with a B.A. in mathematics and a B.A. in psychology. He has worked at non-profit immigration organizations such as Just Neighbors and the Asian Pacific American Legal Resource Center as a legal intern. This fall, Johnny is interning with Shuford Immigration Law, PLLC, in Old Town Alexandria, VA. He is responsible for maintaining the website as well as other social media pages for the Journal and outreach to speakers and students via online developments. During his free time, he enjoys listening to music, watching movies, reading comic books, and working out at the gym.


Jessica Alvarado, Candidate Member

Jessica Alvarado is a second-year evening student. Raised in Ashburn, Virginia, Jessica attended George Mason University and graduated with a BS in Criminology, Law, and Society with a Concentration in Law. She currently works as a Senior Paralegal for the Nature Conservancy’s Latin America & Caribbean Legal Team.


Zachary Boron, Candidate Member

Zachary Boron is a second year law student and a Candidate Member of the National Security Law Journal.


Quinn Kahsay, Candidate Member

Quinn Kahsay is a second year law student currently pursuing a concentration in National Security Law & Policy and a candidate member of the National Security Law Journal. He attended Shepherd University, where he graduated with a B.S. in Political Science. Upon graduating law school, he would like to work in an arena related to national security and intelligence.


Molly McCann, Candidate Member

Molly McCann is a second year law student and a Candidate Member of the National Security Law Journal.


Caelyn Palmer, Candidate Member

Caelyn Palmer is a second-year law student at Antonin Scalia Law School. Caelyn graduated magna cum laude from Drexel University in Philadelphia with a degree in International Area Studies and a minor in Mandarin Chinese. She is currently interning as a law clerk for a Fortune 100 energy corporation, and previously interned with a mid-size firm and a Big Law firm during college. Caelyn’s practice areas of interest include national security law, intellectual property law, cybersecurity, data privacy, and homeland security. Caelyn is also the Vice President of Administration & Advertising for the Intellectual Property Law Society at Scalia Law. In her free time, Caelyn enjoys reading, learning foreign languages (in addition to Chinese, she studies Russian, Hebrew, and German) and refining her bladesmithing technique.


Michael Vlcek, Candidate Member

Michael is a second year law student. Before law school, Michael attended Virginia Tech for undergraduate degrees in Political Science (with concentrations in legal studies and national security studies) and History (with a concentration in political/military/diplomatic history). He interned at the Loudoun Office of the Public Defender. In addition to being a candidate member of the National Security Law Journal, Michael is currently the Team Leader for Revive My Vote, a nonprofit organization helping eligible Virginians regain their voting rights.
